BANDUNG: The Government planned to submit an additional budget of approximately Rp50 billion for conducting seismic surveys and data mining for improving the accuracy of oil and gas data in the country.

Director General of Oil and Natural Gas Ministry of Energy and Mineral Resources (ESDM) Evita Herawati Legowo said to improve the quality and completeness of oil and gas data from the working area which will be offered to investors considering the addition of the government budget in the Budget 2011. Additional funds will be allocated for the survey activities reached around Rp50 billion.

"Now the funds provided very small. The government will help with new seismic and being made in 2011 for additional approved budget for the survey activities, particularly in eastern Indonesia around Rp50 billion. This would allow not only from the company only [data], "she said today.

However, Evita said, for the enrichment of the actual data can be done in collaboration between the companies that have the data to the facilitation of Indonesian Geologist Association. Dwi Rovicky Putrohari, Geological Advisor Hess said the new investors tend to be reluctant to go into East Indonesia as one of them due to the difficulty of accessing the data. During this time, he said, only data access easier for big companies.

"If the new companies they normally would buy from the black market [in Singapore]. In other words, the difficulty of the same data that is accessed by growing black market. If you want it stopped the black market, the government should loosen rules on data access, "he said.

Rovicky tell the actual data acquisition is done by buying a license from Patra Nusa Data that is valid for two years, which can be renewed annually. During this time, he said, the Executing Agency for Upstream Oil and Gas did not care where the data from one KKKS.

"Because the most important is that there are licensed or not. Although he bought the data from the black market, but he can be licensed by the PND, no problem. However, if there is no license from PND ya can not be used, "he said.

Rovicky further said at present most of the company's confidential data for companies that become manager in certain area. Patra Nusa Data, a company that authorized the government to collect data and provide license data, so far only managed to collect about 30% of existing oil and gas data in Indonesia.
