BWA license revoked three winners of the tender

JAKARTA: The regulator has finally decided to make a tender back on the seven zones of broadband wireless access (BWA / WiMAX).
Tender re-done one block to fill the void left by the frequency of 15MHz by three previous winners due to failure to pay.
Plt Director General of Post and Telecommunication Ministry of Communications and Informatics Budi Setiawan said the regulatory climate to support the implementation of telecommunications competition, including WiMax. In this case if there is a revocation of consent then the government can conduct re-selection.

"We will make a new tender in the near future as the selection process to obtain a new WiMax winner," he told the Business, last week.

He explained there are currently three winners selected 2.3 GHz BWA (WiMAX) which has not paid the concession fee payments (BHP) radio frequency spectrum and up front fee. To the winner of this plan imposed revocation of license, is currently in the process.

Cancellation of permission they certainly will have no effect on WiMax infrastructure development undertaken by the other winners, including on the same zone with the three winners.

The three winners who revoked their licenses are PT Internux, PT Comtronics System Consortium and PT Asiwarta Perdania, and the Consortium of Indonesian Wimax.

2.3 GHz BWA tender allocate two blocks of 30MHz frequency for two winners, each 15MHz. The government held a tender in order to realize the Internet is cheap to the whole country and develop domestic industries through the obligation of domestic content levels (TKDN) on Wimax technology device 16d.

Conducted mid-year tender offer price and then provide (reserved price) of Rp50 billion to the potential total revenue for state revenues (non-tax revenues) Rp892, 80 billion, as much as Rp458, 41 billion of payments up front fee and Rp434, 39 BHP first year .

Meanwhile, the Consortium of Wimax Indonesia said it would not let go of his victory in the three zones in the tender BWA, namely Riau, Maluku and North Maluku, and Papua.

KWI survive

Wimax Indonesian Consortium Coordinator Roy Rahajasa Yamin said it was gathering the members of the consortium and there was no intention at all to avoid the payment obligation.

"We actually do not know will be revoked license, it takes longer to raise funds because some members of the consortium are outside the city of [Jakarta]," he said when contacted Business separately.

Head of Public Relations and Information Ministry of Communications and Informatics, Gatot S. Dewa Broto assess such action has been delayed because the regulator has given a long payment deadlines, including the warnings.

"Liability for payment of the principle of the consortium since the granting of licenses for longer than the winner of a single company because of the tolerance to take care of licensing the establishment of a consortium," he said.

New consortium is required to make payments January 26 last, but until the third warning they do not also implement their obligations, it was too late. Wimax Consortium Unlike Indonesia, PT Comtronics System Consortium and PT Asiwarta Perdania declare his resignation before the release of a third warning letter.

Government revenues from the project has the potential BWA down 33.68% with the removal and resignation Contronics Internux. Magnitude has not been included presentations from the Consortium's obligations Wimax Indonesia.

The government previously gave time till mid this year and offers the opportunity for WiMax operators license winners are ready to hold 16.d WiMax standard in the second semester of 2010.

Ministry of Communications and Informatics has also been discussing the possibility of giving legal sanction following the resignation of the consortium of PT Comtronics Systems nomadic WiMax standard 16.d.

According to Billy, the government is actually still be seen from various aspects to decide on the continuation of the deployment of BWA technologies.

"We respect the rights of those who declared no longer comfortable with the WiMax standard 16.d," he told Business.

PT Internux-which is scheduled to hold in the Greater Jakarta-zone does not comply with the provisions and commitments of Rp220 billion to pay in the country despite their initial license fee payment obligation (up front fee) and cost of spectrum licenses for radio frequency band of about 10% after the deadline passed.

PT Comtronics Systems is a company that formed a consortium with PT Adiwarta Perdania Jabar holding area except Bogor, Depok and Bekasi, Central Java, East Java with the obligation to Rp66 billion up front fee.
