JAKARTA: Revision of Presidential Decree. 80/2003 on Guidelines for Implementation of the Procurement of Goods / Services Government will be completed before January 20, 2010.
In addition, the government said the revision would not change the clause usage rules for the procurement of foreign donors who come from loans or grants for temporary overseas.

Syahrial Loetan, Principal Secretary of State Minister for National Development Planning (Bappenas First Secretary), said the publication of the new procurement rules, the revised Decree 80, had a 100-day agenda of government programs. This is also in accordance with the Paris Declaration roadmap that targets the achievement of donor harmonization of rules with the rules of beneficiaries in 2012.

Repeatedly missed

The draft comprehensive revision of Presidential Decree 80/2003 was discussed by the Policy Institute for Procurement of Goods / Services Government (LKPP). Completion of this revision have repeatedly missed the target because it has a number of constraints, one of the donors to adjust the rules of national rules.

By LKPP, one clause in a comprehensive revision of Decree 80 was planned share adjusted loans and grants policies abroad in Paris in 2005 and the Jakarta Declaration Commitment 2009. Referring to two such declarations, procurement originating loans or grants from foreign countries carried out with the local rules.

Joachim von Amsberg, World Bank Country Director in Indonesia, never doubted the target completion of the revision of the Decree of the procurement can be achieved within 100 days if the program included in the adjustment rule revision donors. Tary LKPP Agus Rahardjo expect the donor agencies can make changes and adjustments to the rules of procurement of goods / services to the RI rules in the 3-year period as proposed by the government as a transitional period.
