From the results of the visit found the following things:
- PLN's efforts to eliminate blackouts innings with a build / lease of diesel is good enough, but in the field, there are still many complaints of power outages.
- From the results of field visits found in many plant project Acceleration I and PLN project who are late, even to be completed after the year 2011, so the use of diesel-fueled fuel will be prolonged and burdening the state budget with large subsidies.
- Rental PLTD above, Pertamina will burden of having to supply the fuel in large quantities and short durations.
- In some tourist destinations, the electrification ratio is still very low, new electricity connections are still limited, and the use of kerosene for households is still high (LPG use is still limited).
- In some areas found that hampered development of electric power due to land acquisition problems. The reason is partly because of overlap with the forest conservation areas and communal land.
- There are issues of electrification planning synchronization between the Local Government and PLN.
- Program Desa Mandiri Concept Energy (DME) is considered good enough to solve energy problems in rural areas. But in the field, found some DME can not run well (not sustainable).
DEN members of the Element Stakeholder recommends:
- Electricity development must be carried out not only with planned, but also with the support of funding so that construction is on time. Delay in construction of power plants mainly caused by delays in funding certainty. However, the lease requires diesel fuel for greater funding to improve CPP subsidies for electricity and burdening the state budget. Additional charges may direalokasikan actual subsidy for accelerating the development of power plants.
- Government needs to ensure that the SOE electricity providers / PLN to build adequate facilities to enable terlayaninya new connection requests and reducing the community that not using electricity (increasing electrification ratio) in disadvantaged areas. If the financial state-owned electricity provider is not possible, then the government needs to provide a budget for adequate means of increasing electrification.
- Government needs to ensure that the SOE electricity providers / PLN construction of electricity supply which is a permanent solution rather than an emergency solution by renting so that in areas experiencing burnout innings will be available generators / power supplies are more reliable with the cheaper production costs.
- To overcome the problem of land acquisition, implementation of Presidential Decree No. required consistency. 65 of 2006 on Land Procurement for Development for the Implementation of the Public Interest.
- To improve synchronization of electricity development planning among the stakeholders, the government will soon resolve the implementing regulations (PP) of Article 57 paragraph 3 of Law No. 30 Year 2009 on Electricity.
- DME program needs to be fixed starting from planning, building up to the execution / production of energy. This is especially concerning non-technical aspects (business and management solutions), including the development of local human resources.
