CILACAP:
PT Pertamina (Persero) will determine the winner of tender for
engineering, procurement, and construction projects RFCC (residue fluid
catalytic cracking-) Cilacap refinery with a capacity of 60,000 barrels
per day this month.
In
addition to rolling the project, Pertamina will also hold a Blue Sky
program Cilacap Refinery (KLBC) that is expected to push up the final
production level of fuel to be 90%, from the current 70%.
General
Manager of Pertamina's Cilacap Refinery Unit Syofrinaldy said that
according to the government's request to increase the production of
premium, kerosene, and diesel Pertamina has planned to invest through
projects such RFCC.
According
to him, the company will soon determine the winner of the tender the
contractor projects worth U.S. $ 1.5 billion as of this month.
"This
month, construction is expected that there are winners and then begin
the process of manufacturing engineering RFCC package and we expect to
start operating in 2013," he said yesterday.
Syofrinaldy
said Pertamina decided to build the project itself pascaputusnya
cooperative relationship with Mitsui in the project.
"Pertamina will build their own by inviting a competent contractor partners both locally and internationally."
Earlier,
the vice president's son Trikora Communicatios Basuki said Pertamina
Pertamina to end cooperation with Mitsui & Co. Ltd. in the project
RFCC Cilacap refinery with a capacity of 60 000 bpd starting from
December 21, 2009.

CILACAP: PT Pertamina (Persero) akan menetapkan pemenang tender rancang bangun, pengadaan, dan konstruksi proyek RFCC (residue fluid catalytic-cracking) kilang Cilacap yang berkapasitas 60.000 barel per hari pada bulan ini.
Selain menggulirkan proyek tersebut, Pertamina juga akan menggelar program Kilang Langit Biru Cilacap (KLBC) yang diharapkan bisa mendongkrak tingkat produksi akhir bahan bakar hingga menjadi 90%, dari saat ini 70%.
General Manager Refinery Unit IV Cilacap Pertamina Syofrinaldy mengatakan sesuai dengan permintaan pemerintah untuk menambah produksi premium, kerosene, dan solar Pertamina telah merencanakan untuk berinvestasi melalui proyek RFCC tersebut.
Menurut dia, perusahaan akan segera menetapkan pemenang tender kontraktor proyek senilai US$1,5 miliar tersebut pada bulan ini.
"Bulan ini diharapkan ada pemenang konstruksinya setelah itu memulai proses pembuatan engineering package dan kami mengharapkan RFCC mulai beroperasi pada 2013," katanya kemarin.
Syofrinaldy mengatakan Pertamina memutuskan untuk membangun proyek tersebut sendiri pascaputusnya hubungan kerja sama dengan Mitsui di proyek tersebut.
"Pertamina akan bangun sendiri dengan mengundang mitra kontraktor yang kompeten baik lokal maupun internasional."
Sebelumnya, Vice President Communicatios Pertamina Basuki Trikora Putra mengatakan Pertamina mengakhiri kerja samanya dengan Mitsui & Co Ltd dalam proyek RFCC kilang Cilacap yang berkapasitas 60.000 bph terhitung sejak 21 Desember 2009.
Tidak sepakat
Pengakhiran kerja sama itu karena tidak tercapainya kesepakatan atas skema bisnis proyek tersebut.
Pertamina dan Mitsui melikuidasi PT Pertamit Processing, perusahaan patungan yang didirikan kedua perusahaan berdasarkan hukum RI pada 26 Maret 2008. Perusahaan itu sedianya dibentuk untuk menjalankan proyek RFCC Cilacap, dalam hal ini Pertamina dan Mitsui masing-masing 20% dan 80%.
RFCC yang akan dibangun di CDU 2 tersebut itu akan lebih banyak memproduksi premium. Pada awalnya, proyek direncanakan mulai digulirkan pada 2008 dan beroperasi pada 2010, sebelum akhirnya tertunda hingga saat ini.
Syofrinaldy melanjutkan sejalan dengan proyek RFCC, Pertamina akan menggulirkan program Kilang Langit Biru Cilacap untuk menambah kekuatan produksi premium dan HOMC untuk menekan impor.
Tidak hanya premium, tuturnya, program tersebut juga ditujukan untuk meningkatkan produksi BBM secara keseluruhan.
"Selama ini minyak mentah yang diolah tidak semua menjadi BBM. Konversinya hanya sekitar 70% dan diharapkan bisa naik menjadi 90%," katanya.
